applications to be minimized in order to access the icq window.

later, are you using chat mode and/or tabbed dialog?
Which GUI are you using (Qt-Gui, Kde-Gui, Qt4-Gui or Kde4-Gui)?
Which window manager are you using?

Which GUI plugin are you using (Qt-Gui, Kde-Gui, Qt4-Gui or Kde4-Gui)?
Has this problem appeared recently or did it exist in previous versions as
well?

I tested the patch from http://licq.pastebin.com/77Shnd3y on my mac.
Without the patch the main window is initially (directly after starting)
below all other windows. With the patch the window is initially on top. So
at least there it seems to make a difference.
