refusing messages sent through server from certain users

Is there a way to refuse messages sent through the server by certain
users?
One spammer keeps sending me AUTH requests that are actually spam. If
I add them to my contact list and then put them on ignore, would that
stop these spams? I think this would not work, but what if I allow
this user to spam me directly, so I can get his IP address and then
report them to their provider? I could do that if I could prevent
them from using the ICQ server to spam me, if they could only do it
directly.

If you open a bug on trac.licq.org it'll get taken care of
(eventually). Put the milestone as 1.3.5.
