Changing license-finder google group to first-post moderation

Hi all,

We've recently had quite a bit of spam on the list (though I don't think any got through). In any case, I'm going to prematurely optimize and change the list settings so that if a non-member tries to post, it will be moderated first.

Once a user posts and makes it through moderation, that user will be approved to post forever.

Please let me know if you object to this policy change.
