Anyone have information for US export control?

Hi all,

This is Masafumi Takahashi and I work for Sharp corporation, Japan.

We are planning to use LibTomCrypt distributed at http://libtom.org/
as part of our application, and facing to the procedure for exporting.
Have anyone had such kind of procedure or heard that any company did
that?
ECCN 5D992 listed in http://www.bis.doc.gov/policiesandregulations/ccl_index.pdf
seems applicable to LibTomCrypt, and TSU (Technology and Software
Unrestricted http://www.bis.doc.gov/encryption/pubavailencsourcecodenofify.html)
also applicable to it. But I'm not sure.

There are explicit exemptions for open source code. LTC is open
source, and you're eligible for those exemptions. It's not a problem
at all. Contact me off-list if you'd like more pointers.

Yes, I know.
However, US government say that the technology originated in US is also the subject of the US reexport control.
I cannot determine whether the clause is fair or not.
