Clang-tidy + cppcheck

Just in case anybody is curious, I fixed a bug in the CMake files that prevented the activation of static analyzers. Now it is fixed and part of the CI process in GitHub actions.

I am currently fixing the warnings emitted by both clang-tidy and cppcheck. This will lead to apparently large, but hopefully harmless commits.
