Time Zone support

After a recent server restart, the time stamps for subsequent
transactions had Universal Time. I reported this to our systems staff
and they fixed it. They said that it would be useful for Libstats code
to "be modified so that it specifies that the environment variable is
used." I hope that makes sense to those of you who are programmers
(which I am not). If it doesn't, I will seek clarification from our
systems staff.

That's sysadmin jargon for "it assumes it's in whatever time zone the server is in," right?  
It bit me when I was running an instance on a server located in Chicago for my school here.

I was ultimately able to specify the time zone myself without needing administrator access to the server, by adding the line to the .htaccess file in the directory.  That might be a good thing to put in the documentation, but I don't know where it would go!
