rdiff performance on Windows?

Are there any known issues about the performance of rdiff (deltas/patch) on Windows environments? I don't have any conclusive proof, but it does seem that using rdiff on Windows (via Cygwin) does not perform as well as on a Linux or OSX machine.

but they shouldn't be Windows-specific. If you can localize it please file another bug.
