I have not been able to get the latest Rdiff.exe and am yet attempting to compile it. In the meanwhile I have now with me Rdiff.exe of version 0.9.7 and it works fine on windows OS in my test environment. I was checking via your change-log, what are the serious matters of concern. I only found the one mentioned below. All the same I could not reproduce the error.

librsync 1.0.0 (2015-01-23)
Fixed bug #1110812 'internal error: job made no progress'; on large files.
