Static libral build on CentOS 5

This doesn't belong in the main repository, but I've created a branch with some automation for static libral builds on CentOS 5. The branch is here: https://github.com/ahenroid/libral/tree/ahenroid-static-build

• examples/static_build.dockerfile : Static build inside a Docker container
  
• examples/static_build.sh : Static build on Puppet's VMpooler systems

Unfortunately, as mentioned in HACKING.md, the pl-build-tools used here are only accessible inside Puppet. To build this outside Puppet, you will need to first build this: https://github.com/puppetlabs/pl-build-tools-vanagon
