Incomplete install of libproxy-0.4.0

Hi.

After changing libproxy to cmake it doesn't install the pkg-config files.

Is there a special dependency to get pkg-config files installed, or a
special option to cmake?

Because of the missing pkg-config file I can't compile libsoup with
GNOME support and GVFS.

Please check trunk, this should be fixed there...
