v2.6.15 has been released with fixes for unconnected messaging and write capacity calculations

Thanks to user @chexburgah for finding these bugs!

Issues #613 and #614 are fixed by this.  I updated ab_server to support unconnected tag/read/write.  The CI tests have been updated to include tests for unconnected tags as well.

I moved some source code around from examples and tests into new source directories:

- poc - For proof of concept code.  This is just for testing out ideas and may or may not make it into a final fully supported release.  Use at our own risk.

- tests - As before, but mostly composed of small programs that had been in examples that are only used for testing specific bug fixes or features.

- tools - mostly from examples but also including ab_server.  These are useful tools that are based on libplctag or support libplctag.
