Refactoring

The refactoring needed to make sure that all paths result in memory safety is taking longer than expected.  The good news is that I have been able to remove hundreds of lines of duplicate code.  Less code is good.

It will still be a couple of weeks.

Getting close to a release again.   I've been fighting with GitHub.  They've updated their runner instances and I had a lot of CMake to change to get it to start working again.   It also looks like Microsoft/GitHub has decided that Windows ARM 32-bit is a second-class citizen.   I have been trying for three days to make a 32-bit ARM Windows build work without success.  I am removing them for now.

Also MinGW is really wonky.  I suspect this is more my fault than theirs though.  I may have to release without it working.
