Rwanda (+250) : All msisdns are mapped to KtRN since v9.0.33

Hello,

Since v9.0.33, all msisdns are being mapped to KtRN, and other carrier mappings have been removed for Rwanda (+250)

Before:

25072|TIGO
25073|Airtel
25077|KtRN
25078|MTN
25079|MTN

After:

2507|KtRN

This is not correct.

The carrier details were updated based on the IR 21 document from KT Rwanda Networks. As per the document, prefixes 7[237-9] belongs to them now.

Thank you for the reply. 

Using KT Rwanda Networks' (KTRN) IR.21 document to determine carrier ownership is incorrect for consumer applications. The authoritative source is the Rwanda Utilities Regulatory Authority (RURA) National Numbering Plan, which distinctly allocates these prefixes:

• 250 72 / 73: Airtel Rwanda
• 250 78 / 79: MTN Rwanda
• 250 77: KTRN

By mapping 7[237-9] entirely to KTRN, libphonenumber is currently misidentifying millions of MTN and Airtel users. Please revert this change to align with the official RURA allocations.
