Toll free numbers in the Dominican Republic

I notice that as of commit 34b76b2708 on the 31st of July libphonenumber
thinks that +1 8[024]9 [01]XX XXXX are valid toll-free numbers. The D
digit is normally restricted to only be digits 2-9 in the NANP. Is this
an error, or a weird special case that only works locally in the
Dominican Republic and requires ten digit dialling?

Thank you for using libphonenumber!

We added 8[024]9[01] based on a user report who informed us that the range belongs to 'Altice Dominican Republic'. We also checked the regulatory and got confirmation that 809[01], 829[01], and 849[01] are indeed used for toll-free services.
