Hi,
We're requesting that a mobile number sub-block allocated to Silknet (Geo Cell) in Georgia be added to libphonenumber. The range is not currently recognised by the library, which is blocking subscriber registration on WhatsApp, Google, and any other service that gates on isValidNumber.
Country: Georgia
Country code: +995
ISO 3166-1: GE
Range to add: +995 554 55X XXXX (national 554 55X XXXX — sub-block within the 554 mobile NDC; exact boundaries per the ITU Bulletin attached)
Example number: +995 554 555 1234
Number type: mobile (non-geographic, mobile network operator)
Operator: Silknet JSC (formerly Geocell; listed in the official numbering plan under the legacy name "Geo Cell")
Source of allocation: Georgian National Communications Commission (ComCom).
Library output reproducing the issue
Tested with phonenumbers 9.0.30 (the Python port, sharing libphonenumber metadata):
Input: +995 554 55X XXXX
isPossibleNumber : true
isValidNumber : false ← issue
numberType : UNKNOWN
carrier : (none)
For comparison, the adjacent Geo Cell sub-block 554 44X XXXX, which is in the published numbering plan, parses correctly:
Input: +995 554 44X XXXX
isPossibleNumber : true
isValidNumber : true
numberType : MOBILE
carrier : Silknet
The 590 90X XXXX sub-block (also allocated to Silknet under the same numbering plan) likewise parses correctly:
Input: +995 590 90X XXXX
isPossibleNumber : true
isValidNumber : true
numberType : MOBILE
carrier : Silknet
So the library already understands the regulator's sub-block allocation format and already attributes adjacent sub-blocks to Silknet; it simply does not yet have the 554 55 sub-block in its metadata.
Authoritative evidence
ITU TSB Operational Bulletin — "Georgia (country code +995), Communication of 11.III.2024: The Georgian National Communications Commission, Tbilisi, announces the following national numbering plan for Georgia." The bulletin lists multiple Geo Cell mobile sub-blocks within the 554 prefix (including 554440000–554444999 on page 5) and the related 590900000–590909999 sub-block on page 6.
