Israeli phone numbers starting with 500

Based on the "Israel Numbering Plan" file that is on "data.gov.il", it doesn't seem possible for a valid phone number to start with "+972500". After the prefix "+97250", only digits in the range "[1-9]" seem to be possible (with "1" being for M2M Services).
The online demo indicates that the number  "+972500000000" is marked as valid by "isValidNumber" and "isValidNumberForRegion".
Is this intentional? If so, what is the reasoning? Thanks.

Thank you for using libphonenumber!

We agree that the Israel Numbering Plan does not mention prefix 500 but it is mentioned in the Pelephone's IR 21 document.
