We're using libphonenumber through a Ruby implementation and it's saved us lots of head-scratching validating phone numbers, many thanks for your efforts.
In addition the Dutch government has also allowed for a new collection of phone numbers that are considered to be valid, which libphonenumber now considers not valid.
They look like "+31970" followed by "12345678" so they are 12 digits long. They are also valid for human-to-human communication.
Someone else has already made pull-request on libphonenumber, but it's gotten no response yet. I hope this helps!
