Toll free numbers issue

Hi Guys,

I am having issues with toll free numbers for several countries.
phonenumber library after parsing fails to identify number as toll-
free -

1) China : 4001 548342 (prased as Voip)

Valid toll-free number, reference: http://en.wikipedia.org/wiki/Toll-free_telephone_number#China

2) Indonesia : 007 803 011 0397 (parsed as unknown)

Referred as toll-free: http://www.ibm.com/planetwide/id/,
http://store.apple.com/id/help/contact

3) Israel : 1 809 212 871 (parse as shared_cost)

Reference : http://en.wikipedia.org/wiki/Telephone_numbers_in_Israel

4) Panama : 00 800 226 8831 (parsed as unknown)

Not exactly sure about this one, could not find much resources

5) Poland : 00 800 1213981 (reported as unknown)

http://en.wikipedia.org/wiki/Toll-free_telephone_number

6) Ukraine : 800 50 063 (reported as unknown)

http://en.wikipedia.org/wiki/Toll-free_telephone_number

Can you please file some individual bugs about these (one per country) on our issues list on the so we can investigate them?

For the Chinese one, we have to work out why it was VOIP - we would have got this info from somewhere, and it may be that it is in fact a "free" VOIP number. But "free" is tricky, since numbers that are free from one location may not be from another (e.g. a toll-free number may cost to call from a mobile phone in some countries). So some more information on this one in particular would be great.
