SMCP spins off CoAP library as LibNyoci

Hello Everyone,

Today I released LibNyoci, which is a spin-off of all of the "vanilla"
CoAP parts of SMCP. SMCP (once updated to use LibNyoci) will continue
development as a M2M protocol/system as it was originally intended.
LibNyoci is released under the same license as SMCP: the MIT license.

LibNyoci can be found on GitHub at [github.com/darconeous/libnyoci][1].
Alternatively, I have reserved the domain [libnyoci.org][2], which
currently redirects to the GitHub page.

LibNyoci has better platform abstraction than SMCP had, providing
individual directories for each supported platform. TLS support is
also abstracted so that it can eventually support DTLS implementations
other than OpenSSL.

I have set up two new mailing lists for LibNyoci:

Release announcements and security notices. Low traffic.
* [`libnyo...@googlegroups.com`][libnyoci-dev]
Developer discussion about LibNyoci.

The initial open-source release of LibNyoci is `0.07.00rc1`. An
official `0.07.00` release will follow shortly thereafter which will
contain fixes for any minor bugs only discovered soon after the
initial release.
