New release of libmodbus v3.1.8

Hi folks,

With v3.1.8, the next major release v3.2.0 is around the corner

https://github.com/stephane/libmodbus/releases/tag/v3.1.8

and to prepare the launch of v3.2, I created a new website https://libmodbus.org.

I hope you'll find cool to have illustrations in the documentation 😎

No, I said if you want to impose deadline or feature in a release, don't forget I do that on my free time.

Reviewing PRs it's not free for the maintainers.
