libjpeg-turbo 3.1.3 has been released + libjpeg-turbo 3.2 plans

I am pleased to announce that we were recently awarded a grant from
FLOSS/fund to cover development of some of the proposed features that
have been languishing for years. Priority will be given to RISC-V SIMD
support and further TurboJPEG API enhancements.
