Windows support in latest libiscsi

Hi,

Has the Windows support bitrotted a bit in the latest libiscsi
versions? I've been using 2015 community edition to build libiscsi on
Windows and found I had to make a few empty files to fake out headers.
However when building using the 64 bit compiler I got errors like
scsi-lowlevel.obj : warning LNK4197: export 'scsi_cdb_release6'
specified multiple times; using first specification
and when I finally linked the library in I got an error like
libiscsi: login failed: Failed to start full connect Invalid
target:10.1.4.39 Can not resolv into IPv4/v6.
when trying to use an URL like 'iscsi://10.1.4.39/t1/0' ...

Bit rot is definitely likely here. :-(

I can try looking into setting up a VS project for libiscsi sometime
during the weekend.
Once I have a VS project that describes this project I should be able
to test windows builds using visual studio online.
