Need help on any audio tools to edit Frames and meta data

Hi All,

I'm looking for any tools/libraries to edit or modify the audio file contents to adding extra comments to VORBIS_HEADER, changing qlp coefficient, vorbis content which can cause a zero-length memory allocation in decoder,.. like that..

Please help on creating audio files with user inputs.. Thanks in advance.
