how can i stream the input of my webcam on the wiiu gamepad?

Yes! I'd suggest using V4L2 but that will give you image in YUYV422 format so you'll probably need to include swscale to convert to YUV420 or RGB (for debug). If you're comfortable you can do all of it in libav using their V4L2 grabbing interface.
