Proposal for BitSequence

Hi everyone,

Here is the proposal for static bit sequences:

If you have any comments about an operation missing or something you
think we might rename to be more descriptive, just drop a line here.
If I don't hear anything for the next couple of days, I'll assume it
is okay and keep going with the dummy implementation. When I reach
that point, it would be reasonable to document what's done so far and
push to the master (basic and bitsequence will be done and tested),
any comments on this?
