Libarchive 3.1.0 is now available.

There has been numerous changes done to libarchive since the last release. Here is a list of the more notable changes.

Oct 20, 2012: Add support for writing v7 tar format.
Oct 09, 2012: Add support for grzip compression.

Oct 07, 2012: Introduce uuencode filter.
Oct 06, 2012: Add support for lzop.
Sep 27, 2012: Implement function used to seek within data blocks. (Currently only supported for uncompressed RAR archives).
Apr 22, 2012: Add basic archive read and write filter support for lrzip.

Usually when a libarchive release is made, a distributable in tar and zip format is made available. Due to github's recent deprecation of file uploads (see [1]), we cannot provide any distributable at this time. For autotool builds, a distributable can still be generated by downloading a copy of libarchive tagged at v3.1.0 (see [2]), extracting it, and running `build/makerelease.sh` from within the top source directory of the extracted tarball. For cmake builds, the entire repository downloaded from [2] can be used as the distributable.
