The cursors are indeed installed in the /usr/share/icons folder. User specific cursor themes can be installed in /.local/share/icons folder. You might have got confused because of all those icon themes there.

Create a folder named cursors that folder. You'll put your cursors files in this folder. The cursors should be named following specific naming guide line (Check the linked Ubuntu forum page for the guideline). You can also find the names from the default cursor theme DMZ-White.

Some programs set their own custom cursors /.Xresources which you may want to override. A common example of this is rdesktop, which connects to a Microsoft Windows computer and uses the cursors obtained from the remote machine, which can often be difficult to see due to protocol limitations yielding poor conversion quality.

This can be resolved by replacing these cursors with ones from the same (or another) cursor theme. In order to do this, the hash of the image must be obtained. This is done by setting the XCURSOR_DISCOVER environment variable prior to launching the application that sets these cursors:

When Xcursor looks for missing cursors, the search path includes /.icons/default/cursors so this is where an image can be placed for Xcursor to find. First, create this directory if it does not already exist:

when I move my mouse cursor over the desktop, it uses the Vanilla-DMZ theme, which is what I've set for it to use in the Mouse config GUI in XFCE. But as soon as I bring up the right-click menu, click the panel or move into a window using GTK, the cursor pointer changes to a very plain, black one. However, moving the cursor over a link in a browser, say, the "pointing hand" is the one from DMZ. What is going on? Also, moving the mouse over VLC (which is the only qt app I use at the moment) shows the proper pointer as the empty desktop does.

I've made a symlink called default in /.icons/ that points to the Vanilla-DMZ folder in /usr/share/icons/, but this didn't help. I've also removed the parts that specify the cursor theme in /.config/xfce4/something/xsettings.xml and did a logout-login, but the problem presented just like before, only now xrdb -query reported

Hey VCoolio, thanks for the tip sadly, this didn't work either... I tried reinstalling the theme as well, and have been trying out other themes, but I can't get rid of this problem I'll install openbox and see if it occurs there as well, if not, I believe xfce is at fault...

I've downloaded a couple of cursor packs that I'd like to try out. Could someone walk me through how to do that with 20.04? I've looked up the process on a couple of other sites and the "gnome-tweak" tool comes up a lot. I installed that and it did not include the tools to "add cursors" or adjust size or color or anything of that nature. Being that Cursors and their icons are likely sort of "all over the place" depending on the processes they're supporting I figured it might be wise to check with someone way more advanced than I am! One of the packages has numerous size options, 24/36, etc and I really like the look of them. I run a dark theme and thought this would be sharp and stand out a bit.
