We transcode all videos for delivery over the internet, and then adapt what quality you see at playback time based on your network. So you will definitely see degraded quality, especially over slower networks.
Can you please confirm that there is absolutely NO WAY to fix this quality issue. Vine does not suffer this poor quality issue. Is it because it is part of Twitter and transcode it for better delivery compared to external developers that cannot monitor that?

If you are having trouble with videos on the web that are not flash, it is probably a video that uses the H.264 codec. In the past chromium-codecs-ffmpeg-extra has resolved this (and might again) Unfortunately, Opera has some issues with using the library sometimes, because it's so tightly integrated with chromium. There is no 100% good solution of getting H.264 support in Opera right now.
Basically Opera is having trouble with the licensing. The library that provides many codecs that Opera uses is called ffmpeg. However, they have removed the H.264 part of it, because even though ffmpeg has a free license, the patent pool of H.264 will demand license fees from commercial projects that are using implementations of it, like Opera.
The only other option I can suggest even trying is the installation of the Ubuntu Resticted Extras Package Available in the [multiverse repository] which is defined as Unsupported, Closed-Source and Patent-Encumbered Software:

By default, the video is not available for download on X, the same as Twitter. Fortunately, there are a couple of online services to do that. You should first located the video URL on X and paste it into the website. The drawback is that no batch download and the website might contain ads or virus.
For safety reason, it is more recommended using a desktop app to download videos from X or Twitter. Here is a pretty nice choice you can try out:

You can stop videos from autoplaying in your timeline, Moments, and the Explore tab by changing the video autoplay setting. Your settings for video autoplay can be adjusted independently on X.com and your X app (for example, you can set videos to autoplay on your iOS device and not on the web).
Note: Not all videos will have captions or subtitles available. On iOS and Android, captions are shown automatically when videos are viewed in your timeline. To see captions in full screen, enable captions at the system level.
When watching a live video or replay, you can share the broadcast via post, Direct Message, or by copying the link. You have the option to share the entire broadcast or the broadcast starting at a specific point of your choice.
You may encounter issues while watching live videos. Generally, watching from a strong network connection, and/or trying a different network or browser is recommended. Additionally, closing out of the app or browser, and reopening can help. For best results, use an up-to-date app or browser version.
