Is it possible to run Liam on a more recent python version, say 3.9?
If so, how should it be installed?

Sorry for not responding earlier. Sadly, the short answer is “not really”. The long answer is that the last stable version released (0.12 from 2018) was still using Python 2 and the code is not compatible with Python 3.x.
The development branch (at https://github.com/liam2/liam2/tree/newdevel) works on Python3 but, even though a lot of work was put in there, and it contains many great new features, it is unfinished, undocumented and possibly buggy and thus not recommended for production use. The sad thing is that it will probably never be finished…
