Here is a message about bill writing from the CIA Director:


In case you are unfamiliar with the process, here is some background
information about Winter Congress. Everyone is designated either a
Senator or a Representative. These two houses mirror each other and
address the same issues. Every bill is presented in a committee, and
there are two versions of the committee - one in each chamber. Bills
are presented by a representative in the house and the senate
concurrently. If the bill passes in both chambers, it advances to
the
following day where it is debated a second time.


Winter Congress is not run by a cabinet; it is run by the typical
JSAer. The bills we get define how the convention is laid out. Last
year in the Northeast they had so much enthusiasm for bill writing,
that it was one of the most successful Winter Congresses ever.
Therefore, the responsibility of making Winter Congress a success
comes down to us. We need to get the typical JSAer involved in the
convention and writing bills. As previously mentioned, it can be
tough to get people interested in writing bills, so we really need to
get people involved now. I propose that we make this a forum topic,
so
you can all share with and help each other. Here is the link to our

Bill writing itself is not the long arduous process that it is often
made out to be. In fact it is relatively essay. Bills are usually
less than a page long and they consist of the two main parts. The
first is an introduction that gives background information about the
bill. Next comes the meat of your bill where you explain precisely
how the bill will affect current law and why it should be passed.
The
hard part is convincing everyone else that your bill is meaningful
and
an important measure to pass; this involves giving a competent, well-
written speech. I included some bill writing instructions (Anatomy
of
Bills.pdf). Take a look at those and start sending them around to
your
chapter. There is a more detailed description of winter congress and
all of its nuances on the jsa website (http://nc.jsa.org/?
page_id=78). Lastly, there are some sample bills on the website and
one more attached to the email (http://nc.jsa.org/?page_id=74).


I have heard I can be a bit confusing, so let me know if you need any
further clarifications about winter congress (or anything else for
that matter)!
