Error with command scheduler times on windows vista

So its is daylight savings time again. And for me to have a command
run at 3am I have to schedule it at 4am. Again it used to work before
daylight savings time (3am would run at 3am), its a crazy bug, not
sure if it was vista only or not.
Still a bug or a miss configuration that I cant find...
Just thought I would let you know that it is still around.
