TheDigital Europe Programme (DIGITAL) provides strategic funding to answer these challenges, supporting projects in key capacity areas such as: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring a wide use of digital technologies across the economy and society. It also guarantees that a certified medical oncologist has continued to update her/his knowledge and still possess the necessary skills and standards for the practice of medical oncology. The EU4Health programme was adopted as a response to the COVID-19 pandemic and to reinforce crisis preparedness in the EU. The pandemic highlighted the fragility of national health systems. The EU4Health programme will bring a contribution to the long-term health challenges by building stronger, more resilient and more accessible health systems.
Established by Regulation (EU) 2021/522, EU4Health brings an EU added value and complements the policies of the Member States to pursue four general objective representing the ambitions of the programme and ten specific objectives representing the areas of intervention:
The association and participation of Norway and Iceland (EFTA countries) to the EU4Health Programme is governed by the Protocol 31 on cooperation in specific fields outside the four freedoms of the Agreement on the European Economic Area (OJ No L 1, 3.1.1994, p. 3).
Since 2003, EU health programmes have generated knowledge and evidence as a basis for informed policymaking and further research. This includes best practice, tools, and methodologies that benefitted both the public health community and citizens directly (e.g. improving diagnostic tests, supporting EU countries in developing national actions plans on cancer, improving patient care).
Students and doctoral candidates nominated and accepted under the programme will receive a scholarship for a degree course of personal choice and according to individual qualifications. The scholarship is sufficient to cover the necessary costs incurred during their study or research stay.
The long-term goal of the scholarship programme is to enable students and doctoral candidates to complete their higher education studies resp. research project in a secure environment, to be able to contribute towards meaningful political, economic as well as social development in their countries of origin (respectively in Germany or third countries) upon completion of their studies in Germany. All MA and PhD beneficiaries of the scholarship programme will further be qualified in an accompanying interdisciplinary programme, to enhance the prospects of a free development of their personality and their contributions towards society.
Potential candidates cannot themselves apply for participation in the Hilde Domin Programme, but are nominated by the management (presidiums/rectorates) of an institution or organisation which is a legal entity domiciled in Germany and which carries out an activity in the field of science, research and teaching and/or the protection of human rights, the promotion of peace and democracy or the rule of law.
All nominations shall formally be made by respective nominating institutions and organisations who are requested to fill in the nomination form online (the link is provided upon request). Thereafter, on the basis of an initial plausibility check, suitable candidates will be contacted by the DAAD and invited to apply via the DAAD online application portal. The application documents submitted by the candidates are then verified by the DAAD for completeness and formal correctness. The final selection of candidates will be carried out by independent selection committees appointed by the DAAD. Both the status of risk and academic performance are assessed as part of the selection process.
Important to note: Multiple nominations do not bear any advantages. One nomination per candidate is sufficient. Institutions and organisations entitled to nominate may nominate as many candidates as they deem eligible. Nominations submitted through other channels (e.g. via email, post or fax) cannot be considered or accepted.
Also important: The DAAD can only award a limited number of scholarships. Please only nominate candidates for this programme who, in addition to being individually at risk, also demonstrate good academic prospects for studying in Germany. Proposed candidates should have sufficient knowledge of German or English (corresponding to level B2) by the nomination deadline to be able to complete a study degree programme/research project in the respective language.
Students and doctoral candidates worldwide* who are at risk of being formally or de facto denied educational rights and/or other rights in their country of origin, due to their ethnic, sexual, gender or religious identity and/or their political or civic engagement. By definition of the DAAD, political, civic and similar engagement encompasses either the participation in groups or individual actions based on liberal and democratic principles aspiring to contribute to a positive social change in communities.
Important to note: Nominations for the fields of visual arts, performing arts, design, visual communication, music, film, and architecture can be submitted only by accredited higher education institutions and require a letter by that institution confirming the academic ability of the candidate in the foreseen discipline and that the institution is willing to enrol the candidates in case of the award of a scholarship.
Access to the DAAD online portal is open to all formally eligible applicants during the application periods. If no application is received within an application period, respective candidates would have to be nominated again before the next nomination deadline.
The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies.
Horizon Europe supports European partnerships in which the EU, national authorities and/or the private sector jointly commit to support the development and implementation of a programme of research and innovation activities.
Canada is joining the growing group of non-EU countries who have associated to the EU's research and innovation programme, Horizon Europe, and will work jointly on large-scale projects tackling our biggest challenges.

The Global Refugee Forum 2023 will take place from 13 to 15 December at the Palexpo in Geneva, Switzerland, with linked events held in other locations from 12 December onwards. View the logistics and registration page for more information on the location and venue map.
1. The GRF plenary session will be held from 13 to 15 December 2023 at Palexpo in Geneva, Switzerland, with linked events* held in other locations from 11 December onwards. The opening of the GRF on 13 December will include high-level representation from the co-hosts and co-convenors, together with the United Nations Secretary-General. Discussion in plenary will then allow for governments and other stakeholders, time permitting, to make interventions and announce pledges, in accordance with protocol.
2. The plenary will be interspersed with "GCR in Action" moments, during which multi-stakeholder pledges that contribute to the GCR objectives and GRF 2023 key outcomes will be announced. These pledging moments will highlight the most impactful and transformative pledges, while offering an opportunity to demonstrate the multi-stakeholder and partnership approach envisioned in the GCR.
3. The GRF 2023 will feature three days of parallel high-level events at Palexpo which are being developed in consultation with representatives of the GCR initiatives and partners involved in the multi-stakeholder pledges. These high-level events are intended to spotlight multi-stakeholder pledges, contributions, lessons learned, and good practices in support of the GCR objectives and proposed key outcomes of the GRF. A range of dynamic formats will be used, and the events will feature a broad and diverse array of speakers from different stakeholder groups, including forcibly displaced and stateless persons. These events will take place on 11 December, prior to the start of the GRF, as well as at select times during the Forum, from 13 to 15 December.
