Posted: 05 Mar 2012 08:37 PM PST Agree 100%! Government departments can always develop a standard and make it available under a Creative Commons license. A Creative Commons license allows the creator to keep copyright but allows others to copy and distribute the work provided they give the creator credit. Many public institutions across the world, including our Federal Government are using CC. I believe that charging to use a mandated standard is wrong and creates barriers to market entry.
