to Town Meeting Members
All,

Below is a compiled list of 32 commercial firearms training ranges within a 20 mile radius of Lexington. Take a look at some of the websites -- these facilities offer a wide range of indoor and outdoor capabilities including some complex outdoor target environments; some long-distance rifle ranges, some that offer virtual training options to augment live-fire training, and more. Some also specifically mention they cater to law enforcement, and several have courses geared towards the use of semi-automatic weaponry. A few questions for your consideration:

- Which of these facilities meet the current and future training needs for LPD?

- What aspects of LPD training cannot be met by any of these facilities?

- How much would it cost in membership fees, travel, and potential overtime for LPD to train at these facilities?

Additionally:

- We know that several neighboring towns use our existing Hartwell facility -- what other neighboring town-owned facilities are potentially available for LPD to use? If so, what are the costs?

- Are there other government-run training facilities, such as for the Massachusetts State Police or U.S. federal agencies in Massachusetts, that would allow LPD to train there as well? If so, what are the costs?

It is critical to know what all available options are to support and enhance the training of our Town personnel, but without this information it is hard to make an informed decision on the necessity and cost-benefit trade-offs of the new proposed Lexington facility under 16(A).

Very respectfully,

Matt Daggett

Matt - Thank you for sharing the examples, but they do raise questions for me.  Is pushing LPD to spend taxpayer money at commercial gun clubs really where we want to go?  Doesn't that just end up further supporting broader gun culture, both figuratively and financially?  I only looked at a few of these sites, but the NRA affiliations and announcements, for example, are something many would question underwriting with our tax dollars.  I draw a distinction between supporting a government-run law enforcement training facility vs broader gun clubs, but acknowledge others may disagree.

I supported the 16a design phase in part because I *want* this discussion and debate to take place in Lexington over the 2 year design period.  Right now we have people's attention and a new willingness for them to engage, whatever their opinion on the project. I’d rather have this project debated and potentially be in Lexington, vs have it pushed to another community or forum that won’t be as open, honest or inclusive about the need to lead by example on ending systemic racism and promoting social justice, including through our police department.

If we can't get to solid community agreement over that 2 year design period on the why/who/what/how, then we vote it down for construction. If for some reason there isn't going to be really robust public process and opportunity for input during the design phase (including around possible grant acceptance), then I would have to rethink my position on 16a.
