We fought hard to enact a prohibition in 2025 of gas-powered leaf blowers.  We defeated a landscaper-sponsored referendum. Why does Warrant Article 29 propose to delay the ban to 2026?   Do we need an extra year of noise?

Mr. Rotberg asks why the commercial gas leaf blower phaseout delay is part of Article 29.

Please review the discussion regarding the availability of commercial equipment in volume at the Select Board meeting of 1/22/2024.

Additional background material is available at: https://www.lexingtonma.gov/1934/2024-Annual-Town-Meeting#29

Article 29 will be voted on in two independent parts –

  1. Provide clarity related to construction-related noise complaints;
  2. Delay the implementation of the gas-powered leaf blower prohibition for commercial landscapers by one year to March 15, 2026.

I just watched Mr. Pato’s presentation video.  This made it very clear to me why the Select Board is proposing the one year extension, to coincide with the implementation of the ban on residential use of gas powered leaf blowers.

I listened to the You Tube discussion at the Select Board that Joe kindly sent.

The DPW director said that there could be a minor supply chain issue.  But the landscapers now have a full year to find and purchase the necessary battery-powered equipment.  That should be enough time.  Mark Sandeen reported that there are many varieties of compliant leaf blowers available now, and more in the months ahead.

Why give additional and retroactive relief to landscapers who hardly need it?  And, remember, there is a Lexington landscaping firm that has already gone completely electric.

Let us mobilize to defeat Article 29, Part B

Thank you for this, Joe. I've watched the video, read the slides, and watched the Seject Board Meeting video on this issue. I'm still looking for whoever is suggesting this one-year delay to make the argument for it. I don't really see any actual argument for a delay in any of the materials, though I assume someone has made it to the Select Board. I hope we can get that before Town Meeting. After an overwhelming TM vote on this, I will be disappointed to see a delay without a compelling, or any, reason. A delay simply to align with the residential phaseout is not really a reason, IMO.
