    Summary

    The Management & Program Analyst will report to the Chief, Community & Virtual Care Section, Office of the Chief of Staff. Incumbent will be the primary resource for data collection and analysis for the Community & Virtual Care Section. Incumbent is the subject matter expert on obtaining and interpreting data for the Community & Virtual Care Section and uses the data to improve operational procedures.

    Responsibilities

    The incumbent is responsible for planning, developing, coordinating, implementing, directing, and controlling the overall activities related to budget, human resources activities, training, provider agreements, contracting, quality monitoring and compliance with applicable regulation or policy in the Non-VACare/Community (NVCC) and Virtual Care Section of the Chief of Staff. Serves as primary NVCC subject matter expert on assigned Provider Agreements. Plans, evaluates, coordinates, integrates and monitors Provider Agreement activities. Maintains sharepoint tracking system for provider agreements.

    • Analyzes, extracts, summarize and identifies trends and issues
    • Forecast and estimate program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data
    • Conducts program reviews, audits projects
    • Analyzes and creates useful databases, templates and agreements for service use
    • Develops and maintains necessary tracking mechanism
    • Gathers, compares and analyzes data concerning current and future programs and activities with projected cost of operations
    • Incumbent maintains a local reporting system to evaluate budgetary performance and track Non VA Care obligation
    • Incumbent is well versed in the usage of various dashboard(e.g. VSSC, Tableau, Pyramid Analytics, SAIL etc.)
    Work Schedule: Monday to Friday from 8:00am - 4:30pm. However, flexibility within work schedule may be needed to meet the needs of the department.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2019.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below:
    • Specialized Experience:
    • Preferred Experience: Recent experience utilizing various databases, dashboard tracking and trending. Well versed in pyramid analytics and VHA Support Service Center (VSSC). Budget accounting background a plus.
    • You must have one year of specialized experience equivalent to at least the next lower grade gs-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated the knowledge, skill, and ability to analyze, extract, summarize and identify trends and issues; forecast and estimate program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data; conduct program reviews, audits projects; create useful databases, templates and agreements for service use; gather data concerning current and future programs and activities with projected cost of operations; etc. .OR,
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, if directly related to the work of the position.

    NoteA full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Physical Requirements: The work of this position is mostly sedentary using a desktop computer; Reaching above shoulder; Use of fingers; Both hands required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16"; Hearing (aid permitted); depth perception; ability to distinguish basic colors and shades.
