NSF is relocating to
Alexandria, VA. In late summer of 2017, NSF will begin the transition
from its current location in Arlington, VA to 2415 Eisenhower Avenue,
Alexandria, VA 22314. The new location is adjacent to a Metro station
(Eisenhower Avenue on the Yellow Line) and there is ample parking in the
area. There are several amenities nearby, such as restaurants, hotels,
and shops.

For over 60 years, the National Science Foundation
(NSF) has remained the premier Federal agency supporting basic research
at the frontiers of discovery across all fields, as well as science and
engineering education at all levels.
This position is for a
program manager in the Office of International Science and Engineering.
The program manager has three responsibilities consistent with the
missions of the office. The first is to represent the Foundation’s
interests to interagency and international partners. The second is to
assess trends in international science and engineering. The third is to
plan and administer programs that enhance research excellence through
international cooperation. This position requires the incumbent to serve
as an official representative of the United States Government with
representatives from foreign governments, academia, and industry.
Diplomatic poise is essential for successful performance in this
position.
Science Diplomacy
The
program manager, in coordination with the supervisor, establishes and
maintains relationships with one or more foreign partners. Working with
colleagues from across the United States Government – most notably the
U.S. Department of State – he/she ensures that Office and Foundation
level activities are consistent with current foreign policy.
Representing the highest standards, and exhibiting appropriate
diplomatic poise, the program manager interacts with representatives
from foreign embassies and ministries. When required, the program
manager travels internationally to represent U.S. interests. The program
manager helps prepare briefing materials for official events by NSF and
USG leadership.
International Program Analysis
The
program manager contributes to the collection, analysis and
dissemination of information on foreign science and technology trends
for the country(ies). Specifically, he/she analyzes information on
foreign research and technological developments. The program manager
contributes to the preparation of internal and external products for
dissemination as appropriate. Products include original observations on
events abroad, especially their impact on the U.S. scientific and
engineering communities and the NSF. Analyses will be used to identify
opportunities for international science cooperation.
Program Planning and Direction
The
program manager, in coordination with the supervisor, prepares and
recommends annual and long-range budgets and plans, for programs that
promote international science cooperation. Activities are consistent
with current U.S. science policy and U.S. foreign policy. The program
manager oversees the solicitation, award and monitoring of awards
consistent with NSF policies and procedures. He/she prepares briefing
materials for budget hearings, negotiations, and discussions, or in
response to requests from supervisor for information about programs.
He/she represents NSF on interagency groups and inter-governmental
organizations. As requested, the program manager assists and
participates in discussions and negotiations to assess trends and
developments within the scientific foregin affairs communities to
establish or deepen cooperation.
Candidates must have a
Ph.D. in any social science, plus after award of the Ph.D., six or more
years of successful research, research administration, and managerial
experience pertinent to the position; OR a Master’s degree in any social
science, plus after award of the degree, eight or more years of
successful research, research administration, managerial experience
pertinent to the position.
For positions within the Office of
International Science and Engineering, experience working with
representatives from foreign governments, international organizations or
in diplomatic positions on behalf of the United States Government is
required. Additionally, preference will be given to those candidates
who have demonstrated experience working in the East Asia Pacific Region
as defined by the United States Department of State.
This position is outside the competitive civil service.
