On February 11, the Malaysian Immigration Department announced that 109,425 Indonesians and Thais could enter to work in manufacturing and plantation sectors. The Department also announced that it will renew the temporary work permits for 380,773 foreign workers whose permits expire on August 15 in stages, with, for example, service sector foreign workers having their permits renewed in August, construction workers in September, manufacturing workers in October, and plantation workers in November.
The Immigration Department is considering the end of multiple-entry visas for foreign workers because they are being abused. The visa was introduced in 1998 to allow foreign workers to leave and enter Malaysia freely during their work period. The department discovered that there was an organized syndicate sending passports of migrants in Malaysia to Bangladesh to be used by other migrants to enter Malaysia.
The Malaysian Marine Police has increased surveillance in the Straits of Malacca and Johor to head off the traditional surge in illegal immigration after Hari Raya holidays. There were 101 attempts to enter Malaysia by boat in February 1999, and 2,406 illegal foreigners were detained. In 1998, maritime police recorded 949 attempts by undocumented immigrants to enter Johor, Selangor, Malacca and Negri Sembilan, and made 12,372 arrests.
According to police, the usual way to be smuggled into Malaysia by boat is for a smuggler, tekong, to pick up migrants in Indonesia, take them near to Malaysian coast, and have them swim the last several hundred yards to Malaysia.
The Malaysian government hopes to double the number of foreign students in the country by the year 2000 by easing entry procedures, including allowing the parents or guardians of foreign students to remain in Malaysia for up to six months. As of December 1998, Malaysia had granted student visas to 15,802 foreigners, including 5233 to Indonesians and 1601 to Chinese.
The Sri Lankan government announced that under a special program initiated by the Sri Lanka Bureau of Foreign Employment, 20,000 Sri Lankan male workers will obtain employment in Malaysia.
The Philippine Department of Labor and Employment estimated that there are 50,000 Filipinos in Peninsular Malaysia and 270,000 in Sabah and Sarawak. Monthly wages range from M$400 for maids to M$1200 for skilled and professional workers.
