Active Duty members possessing a valid driver license are NOT required to get a Guam Driver License.

Sailors with a driver license that will expire during their tour on Guam will only be required to obtain a Guam Driver License IF the state that issued the Driver License does not automatically extend the validity of the license because you are on active status. California is an example of this.

Dependents have 30 days upon arriving to obtain a Guam Driver License. Dependents with a valid driver license must present their license, a picture ID (other than the driver license), and the actual SSN Card (issued by Social Security Office). The dependent having all these documents will surrender their valid license (which will be returned with a hole punched at the expiration year), fill the proper forms, take their picture, and pay a fee of $5.00 for a 4 year valid Guam Driver License.

Individuals that have NEVER been licensed to drive must attend and successfully complete a Defensive Driver Course before registering to take the written test. Once a Certificate of completion has been obtained, the unlicensed driver must report to the Department of Motor Vehicle with a licensed driver to register for the written test. Required documents are; Certificate of Completion DDC, Actual SSN Card (issued by Social Security Office), and a picture ID.

There is a $15.00 fee for the written test. There is a waiting list to take the written test. Approximate wait time, 2 weeks.

Intermediate Licensed Drivers must register at the Pass and ID and be accompanied by a valid licensed driver when driving at all times.

A Temporary Vehicle Permit from the Revenue and Tax Motor Vehicle Division is required for you to pick up your POV. The permit is good for 5 days and the fee is $5.00. The POV Office on Naval Base Guam will not release your POV without the temporary permit. Private Owned Vehicles (POV) must be currently insured, pass a Guam Safety Inspection, and must be registered with the Motor Vehicle Division before being operated on the roads of Guam. Service members are encouraged to contact their current vehicle insurance company to verify if vehicle coverage is effective on Guam.

Your vehicle must pass a safety inspection to be registered on Guam. You must have your current Vehicle Registration on hand to get a Safety Inspection. Inspection fee is $15.00.

1. Take the certificate to DMV to make an appointment for the written test. You will need to bring an approved picture ID, SS card, Birth Certificate if you are a minor, and a designated driver (A parent with a Guam license for minors; friend or relative 21 years or older with a full Guam license for those over 18). 4. When you are ready for driving lessons call Better Drivers to make an appointment for your driving lessons. Bring your Picture ID and permit on the day of the lesson along with your payment. You will be awarded a Certificate of Completion once you've completed your driving lessons. You will need 2-8 hours depending on your experience.

5. When your six months is up, get a Traffic Clearance ($10 from Traffic Court) then schedule a road test with one of the 5 authorized road test examiners. You'll need your picture ID, permit, Certificate of completion and traffic clearance

6. On the day of the test REMEMBER: Be on time and be accompanied by a licensed driver (Designated driver preferred). Bring: ID, Permit, Traffic Clearance, Certificate of completion. If bringing your own car you'll also need registration, insurance and permission to use that car.

Because most items must be flown or shipped in, the cost of living on Guam is quite high. Guam has a hidden tax that is included in the price of items or services. To assist with the cost of most items, Naval Base Guam and Andersen Air Force Base Exchange and Commissary will accept coupons 6 months past the expiration date.

Guam is situated in a prime tropical cyclone formation area of the western Pacific and cyclones can and do occur. Typhoons can occur throughout the year but are more likely during June through December. Homes are built to be typhoon resistant and can handle the weather. Although recovery is sometimes long and difficult, Guam and its people are practiced in storm recovery and deal well with the situation. In order to increase your comfort during recovery it is recommended that you bring a generator as generators on the island are costly and hard to find when needed.

Guam law requires all civilian employees and military dependents to obtain a Guam driver's license within 30 days of arriving on Guam. If they have a current U.S. state or territory driver's license they are exempt from taking either a written examination or demonstration test but must surrender their current driver's license to obtain a Guam license. Active duty military members with a valid U.S. driver's license are not required to obtain a Guam license.

If their stay is less than 30 days they are not required to obtain a Guam driver's license. If their stay is more than 30 days, but less than 1 year, they can extend their current stateside license but must register their license with Department of Revenue and Taxation. Upon approval by Department of Revenue and Taxation, a registration fee is assessed and a Certificate of Registration is issued with the licensee's name, age and the expiration date of the certificate and the current driver's license number.

For motorcycle licenses if the current stateside license has a motorcycle endorsement your Guam license will be endorsed by Department of Revenue and Taxation without the required written and road tests. Joint Region Marianas policy states that all Naval personnel operating a motorcycle must attend a Motorcycle Safety Course. Service members who have passed the course at other installations are still required to take the course here. Guam does not have a helmet law but Joint Region Marianas policy states that all military personnel stationed on Guam will wear a helmet when operating or riding a motorcycle on or off base. The Military Spouse Residency Relief Act does not exempt dependents from having to adhere to this rule. The dependent having all these documents will surrender their valid license; complete the driver's license application form, have their picture taken, and pay a fee of $25.00 for a valid Guam driver's license. This license is valid for three years. A $45.00 fee may be paid for a five-year license.
