I've never had a problem. The rack I use on the car does not block the plate - although the bikes do, and the hitch rack for the jeep has a lic. plate mount on it. I usually carry my bike inside the vehicle, as long as I only bring 1, and don't have a passenger. I know a couple people with bike racks that do block the plate, and as far as I know, they have never been stopped.

I use a Saris three bike rack on our Impala which carries the bikes high enough above the license plate so I don't have the problem.

I'm going to look into putting a plate holder on the rack, and using a different type of screw to hold it. Possibly one of those with a plastic knob so I can change it out quickly. Don't need any excuse for the State Police to stop me other than my fast driving, huh?
