There's code at http://www.acooke.org/lepl/api/lepl.apps.rfc3696-pysrc.html
for parsing HTTP URLs that might give you some hints.
But what I'd do (if I had the time) is sit down with the RFC and just
translate it line by line into Lepl matchers. If you do that, and get stuck,
post again with a more specific question and I may be able to help...
