Will Drop Erlang/OTP 16B03 and 17 support from v1.4

Hello, everyone,

LeoFS Team, we're planning to implement the server side encryption (client side) feature on the v1.4.0. According to that, We'll drop Erlang/OTP 16B03 and 17 support from its version because we need to depend on block_(en|de)crypt with AES 256bit key.

- R16B03: Not supported

- 17.5.6.9: Not supported

- 18.3.4.5: Supported

- 19.3.6.2: Supported

- 20.0: Supported
