PR #4842 retires todo.py and improves Leo's icon commands

PR #4842 moves todo.py to the temporary attic. Rev 07f24ca4 removes various other mentions of todo.py.

Some people used todo.py to attach icons to headlines. But Leo's existing icon-related commands already do that very well.

The PR significantly improves the 'insert-icon' command. This command now opens the icon-browsing dialog in the proper place, namely leo-editor/leo/Icons.  Doh!

Please continue to test "devel"!
