Associate file with perl?

I've got some .cgi files written in Perl that I'd like to make
"literate".

They all have the #!...perl as the first line.

But when I import one of these, it seems the syntax is not recognized
as Perl.

How can I find the Setting that controls this association?

PS: How can I find the Setting that lets me specify an editor other
than notepad?

Are all your *.cgi files perl?

I'm sure someone more knowledgeable than me can help with the more complex approach (google variations on [ source  language syntax @auto site:webpages.charter.net/edreamleo ]

Note Leo's ability to map any key bindings to commands, and well-integrated support for vim, emacs, scite, probably others.

At present, Leo uses the file's extension to determine the comment
delims to use. At present, Leo associates only the ".pl" extension
with perl. Is there another extension you use?

Note that the File: Open With menu has been broken recently: it is
now becoming functional again. See
