Errors opening LeoPyRef.leo from Leo 6.3-devel, devel branch, build 486336f1e2

I got these errors opening the latest devel LeoPyRef.leo -
initWriteIvars Did not create ../plugins for ../plugins/leo_cloud.py

There was also an error dialog that those two files would cause errors on closing the outline, so they could not be saved.
