Does anyone use the todo plugin?

Working on PR #4841 has convinced me that the todo plugin should be retired. At the very least, it must not be enabled by default. It is way too complex and serves no obvious purpose.

If you do use this plugin, please tell us why and how.

I use it to apply progress icons to nodes as a to-do list.  I don’t use any of its other features, though.
