Using LSP for completions

In the "modernization" theme, I created an Idea issue for leo to use LSP so that it could use Ty to get completion suggestions and "error squigglies" in the panels while editing.

LSP is what vscode and most modern editors use as their code intelligence, maybe Leo could quickly "catch up" with them if it supported this

Let's make it optional. I hate popups when I'm working so I'd like to be able to turn them off or on, preferably without needing to change myLeoSettings and restart.

I understand but my mouse is likely to hover anywhere. E.g., I have tool tips turned off.
