leo_to_html_outline_viewer plugin now in devel

The plugin, when activated, causes override messages to be written when outlines are loaded. On my Windows 11 system, they look like this:

registerCommand redefining export-html <function ScriptingController.registerAllCommands.<locals>.registerAllCommandsCallback at 0x000001C928FD20C0> -> <bound method pluginController.export_html of <leo.plugins.leo_to_html.pluginController object at 0x000001C928F52480>>

Maybe the  export-html name could be changed to avoid the messages?

I think you may still have the demo button I gave in this forum into your 'myLeoSettings' a few days ago that defined a 'export-html' command via that button, which may collide with the old export-html plugin if you have activated it.

 (also because the plugin Edward merged in devel does not have anything labeled 'export-html' at all in it)

Oh, maybe I forgot to remove it from my settings file.  I'll go do that.
