pip install Leo now installs Leo 6.8.0 *and* its dependencies

PyPi contains a new build of Leo 6.8.0 that fixes installation problems, so
pip install leo should "just work."

PR #3995 changes only four files relating to distribution. The new build of 6.8.0 should work exactly as before.

Leo's version number remains 6.8.0, not 6.8.1 or 6.8.0.post1. The new PyPi files do not constitute a new release of Leo. Leo 6.8.1 isn't coming soon.

Please report any new problems with 6.8.0 immediately.

I wasn't entirely sure the new build would work on all platforms because PyPi allows only one .tar.gz file per release.

Apparently pip only uses the (updated) wheel file.

Success on Windows using Python 3.11.  I realized that I could test a new install since I still have Python 3.11 on my computer as well as 3.12. and that 3.11 install has never seen Leo 6.8.0. For that matter I still have Python 3.9, and Leo 6.8.0 installed successfully on that too.
