New LenCD web site launched
http://www.lencd.org

At February’s LenCD Partners Meeting in Kigali, it was decided that one of our priorities was to build a new web site to support better communication and coordination across the network. We are pleased to report that the new site is now available for use at www.lencd.org. It is intended to be more community oriented and to support active communication and participation rather than being just a platform for publishing. An important part of the site is the working groups area that supports collaboration on projects. Like all web sites, this one is still a work in progress, so please leave comments and suggestions in the forum. As network members, your ideas are important!

Cairo Consensus on Capacity Development: Call to Action
http://lencd.org/event/2011/cairo-workshop-capacity-development-concepts-implementation

The Cairo Workshop on Capacity Development: from Concepts to Implementation was held in Cairo, Egypt, on 28-29 March 2011. Participants reviewed progress and shortcomings since Accra, particularly focusing on challenges faced in making the concept and key principles of capacity development more operational. The meeting produced a Cairo Consensus on Capacity Development: Call to Action calling for a demand-driven, results-focused, and country-owned approach building on existing capacity. The LenCD web site features blog entries by Tony Land, Myriam Escallon, Heather Baser, and Nils Boesen with first-hand impressions of the workshop.

Africa Platform for Development Effectiveness launched
http://www.africa-platform.org

The new Africa Platform on Development Effectiveness (APDev) web site was launched on 27 March. APDev is a continent-wide physical and virtual multi-stakeholder forum endorsed by the African Union to mobilize policy makers and practitioners to engage on strategies to achieve sustainable development results. It brings consultation, coordination and a common voice to Africa's development perspectives, strategies and policies focusing on capacity development, aid effectiveness and south-south cooperation.

Kenya Agricultural Commodity Exchange (KACE): Linking Small-Scale Farmers to National and Regional Markets
http://cases.growinginclusivemarkets.org/documents/118

The Kenya Agricultural Commodity Exchange is the first and only national agricultural commodity exchange in Kenya. It empowers rural farmers with market information and provides capacity enhancement, business training and technical assistance. Prior to the formation of KACE, small scale farmers lacked access to mainstream markets for agricultural produce, leaving them vulnerable to the forces of the market, as well as to exploitation by country buyers. In addition to this, for any one crop, the marketing chain consists of multiple middlemen, each taking a margin at every stage between producer and consumer and to have a competitive final price the small scale farmer bears the losses. The main activities of KACE include linking farmers and mainstream buyers by collecting information on the prices in different markets of various commodities on a daily basis from market vendors then availing them to the farmers in real time. Modern information communication technology (ICT) makes this possible through mobile phone handsets and personal computers. Trades are made through competitive bids and offers, once a buyer and a seller agree to trade, KACE acts as a clearing house and arranges the financial and logistical aspects of the sale thus giving the farmers options as well as bargaining power.

Messages for Busan: In November 2011, the global community will meet in Busan, South Korea, to review progress on implementation of the Paris Declaration and Accra Agenda for Action. The LenCD community has been compiling draft policy messages for Busan and seeks your help in sharpening these messages:

Cairo Consensus - From concepts to implementation: The Cairo Consensus reached a few weeks ago shows that capacity development is a matter of fundamental importance to development effectiveness, but what are we actually signing up to? What should we invest in and prioritize?
